An additional 8 DLI targets under the additional financing are currently being verified by the independent verification agency with final reports expected by end June 2019. These DLI achievements are primarily reflective of progress made in the roll out of incremental learning (IL) for the capacity building of Anganwadi Workers (AWWs), the systematic organization of monthly community- based events (CBEs) at AWCs to create awareness on maternal and infant nutrition behaviors and practices and the development of convergent nutrition action plans by states. The achievements also reflect actions by the MWCD in support of these activities through the issuance of relevant guidelines related to these interventions as well as efforts to strengthen the grievance redress mechanism under the POSHAN Abhiyaan. The grievance redress mechanism is a centralized call centre with a toll free number - 14408 - that has been set up to receive calls from both beneficiaries and ICDS functionaries for registering complaints, seeking information and providing suggestions for improvement and is expected to expand its scope through a call out function to beneficiaries as well. Some progress has also been made in rolling out performance-based incentives for AWWs for motivating them to focus on timely, prioritized home visits to target beneficiaries and regular growth monitoring of children below 2 years of age. Key priorities in the coming months will be sustaining the progress made in the roll out IL and CBEs, ensuring the operationalization of the state convergent action plans, while enhancing and scaling up the roll out of the ICDS-CAS mobile-based monitoring and management system and the associated performance incentives for AWWs. The ICDS-CAS is yet to be scaled up to all Phase 1 districts in the 9 of the 11 priority states (only Tamil Nadu and Andhra Pradesh have scaled up till date). In addition, the MWCD is expected to place emphasis on the development and deployment of annual media plans by states to create a supportive environment for nutrition behavior change and complete an assessment of prevalent nutrition customs and practices among vulnerable groups in select states to help refine the nutrition communication strategy.
