But performance is uneven across partnerships and, particularly where Lead Partners have little familiarity with the coffee or cocoa industry and with commercially-run service facilities. Partnership sustainability is still not yet fully guaranteed, and access to finance has appeared as an emerging issue. Greater documentation of the PPAP experience, impact and knowledge is necessary, and replicability of PPAP to other areas and commodities will need to receive greater attention going forward. Similar, the project needs to make significant progress in accelerating implementation of the institutional development and market access infrastructure improvement activities—which correspond to components 1 and 3 respectively. PPAP has been able to achieve meaningful results on the ground because its implementation arrangements are enshrined in industry coordination bodies that are shielded from obstructive interferences. These arrangements are being put to test, especially in the cocoa industry, and it will be critical that the project’s coordination instances to remain vigilant and ensure that the project continues to be implemented and managed within the agreed framework.
