In spite of the renewed interest on the relevance of MoMet demonstrated by the new authorities designated in CONAGUA and in SMN, the implementation progress in this first year has been slower than expected. Following the approval of Page 1 of 5 The World Bank Report No: ISR13338 the austerity decree by the new administration, the implementing agency has faced difficulties filling in key positions in the Project Coordination Office (PCO) and in getting approvals of new activities due to the inception of new procedures, budget cuts and incorporation of new administrative staff with limited experience in CONAGUA's procedures. This situation has resulted in delays in the procurement of some critical consultancies, goods and equipment and in the design of project activities as it was originally planned for 2013. Notwithstanding these restrictions, an experienced manager (gerente) was designated in charge of the PCO. Following discussions maintained with CONAGUA's General Director Public Disclosure Copy during the mission held in July along with 70% of the specialist required at the PCO. The technical cooperation agreement between SMN and OMM (US$ 2.3 million) was made effective and 24 international short term consultancies has been executed under this agreement. This arrangement has partially mitigated the impact of drastic budget reductions in consultancies. Hiring experts for providing training and for preparing technical specifications is crucial at this stage of the project. Three large packages amounting 15 million dollars were published in August. In all three bidding processes a number of proposals were received. But, due to issues related to the capacity of bidders, after weeks of consultations, all proposals were considered ineligible. Thereafter, new revised bidding documents have been submitted and approved by the Bank and a new call for bids will be published next March 2014. SMN/CONAGUA management has discussed with the task team various options for accelerating the implementation. The team has made efforts intensifying implementation and technical support conducting two supervision missions (July and September 2013), conducted one short technical visit to SMN headquarters in DF in November 2013 and facilitated one technical visit to USA meteorological organizations and World Bank headquarters (November). To monitor the progress and to facilitate resolution of technical and administrative issues the team coordinated fortnightly tele/videoconferences with SMN, CONAGUA,BANSEFI and SHCP resulting on a gradual improvement of the capacity of the implementation team.
