No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The Letter of Agreement between the Kyrgyz Republic and the International Development Association of the World Bank on grant allocation No. 753 dated October 20, 2017 was ratified by the Law of the Kyrgyz Republic No. 225 (30) dated December 30, 2017. The Project’s Development Objective is to enhance modern statistical and data management and sharing capabilities in the Kyrgyz Republic through the creation of a national online data platform populated with pilot open data sets, and to raise capacity among the public to access and use this data. 2. Progress towards the achievement of PDO has been satisfactory since Project effectiveness. Disbursements are at 89 percent; of the $0.45M total, $0.4M have been disbursed. Most of the activities, envisaged under the project agreement, have been successfully completed with the PDO indicators met: Open Data Portal is fully operational; the number of data sets available on the Open Data Portal is 240, which exceeded the goal of 200 datasets; 18 MoUs have been signed, including 13 MoUs with public entities to supply open data, which is above the end target of 8 MoUs. 3. Both Procurement and Safeguards compliance are satisfactory, and no safeguards related issues have been reported. 4. There is no outstanding audit report for this project. 5. The Ministry of Finance of the Kyrgyz Republic in the letter dated September 5, 2019 requested the International Development Association (“World Bank”) to extend the Closing Date of the Grant until December 31, 2019. 6. Summary of Proposed Changes. In response to the Client’s request of September 5, 2019, this restructuring paper seeks a 2.5-month extension of the closing date from October 10, 2019 until December 31, 2019. 8. The extension of closing date is needed to provide sufficient time to complete some of the ongoing activities. The following activities are planned to conduct before the end of the project: (a) To develop and approve a standard instruction on the procedure for publishing open data by government agencies, as well as technical requirements to open data publication; (b) To create the list of data sets of 12 pilot departments, to appoint responsible persons and publish in amount of not less than 700 data sets; (c) To work out the composition of the data sets for compliance with preliminary technical requirement, as well as the composition of data provided; (d) To organize testing of the portal and data sets, and work out testing results; (e) To implement integration of the Open Data Portal with the sites/information systems of the ministries through API; (f) To develop user guidelines and conduct training. 9. The risk associated with extension is low given that most activities have been already completed. III.
