I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES

 The CAB 3 Program has been successfully completed ahead of the stated official closing date. All key components and
 activities, disbursement and fiduciary measures for the closure of the project have been completed by the 31st of
 December 2018. The closing ceremony was held in Brazzaville on December 27, 2018. Therefore, the project was
 completed by Dec. 31st, 2018. However, due to administrative processes the closing date was not included in the
 amendment letter for the second restructuring on November 6, 2018 (details below) and not upgraded in the system.

 As requested by the Government of Congo in a letter dated February 23, 2019, the CAB 3 Congo Program closing date
 is to be moved forward from December 31, 2019 to February 28, 2019.

 The proposed changes are the advance closing of the two (2) Financing Agreements listed below:
 •     IDA 49740; and
 •     IDA 59910

 This is the third restructuring being carried out. On March 30, 2017, there was a restructuring with Additional
 Financing to scale up implementation activities to the amount of USD 5 million to ensure an efficient and sustainable
 management of the infrastructure.

 Also, on November 6, 2018, another restructuring was done to carryout changes in Results framework, disbursement
 category and components which included (i) Reallocation of the funds under component C and savings from
 component D to component B; and (ii) Cancellation of the component C: ICT incubator and the DDF activities.
