Overall, significant progress has been made with both the Employment Institutes and Employment Services (PES) and the Project Implementing Units (PIUs) in terms of completing the disbursement for Retroactive Disbursement-Linked Indicator (DLI) 1.1 (Job Placement for the Youth and Disadvantaged Groups). The disbursement for this DLI has been completed. The RS PIU was fully staffed and operational. The communication between the Bank team and the PIUs is now smooth and on a regular basis. All year-1 DLIs are under implementation with some technical support required from the Bank team. It is also important to note that the counterparts, Public Employment Services, in each entity, have existing and functional grievance redress mechanisms in relation to access to their services (including active labor market programs). The grievance mechanisms are regulated by the intermediation laws in each entity. The Bank team plans to conduct a client satisfaction baseline survey in year 2 and a follow-up survey year 4 of the project. With the achieved progress during this reporting period, i.e. with disbursements, the quality of Financial Monitoring Reports and other DLIs reporting, as well as all staff and controls being in place, the team proposed to upgrade the project management rating back to Satisfactory. All other ratings remain Satisfactory.
