The core members of the PIU (a Project Coordinator, a Financial Management Specialist and a Procurement Specialist) were recruited before effectiveness. Additional support and administrative staff (assistants, drivers, etc.) were hired a few months after effectiveness and additional technical staff (operations officer, communications specialist, safeguards specialist, etc.) are in the process of being recruited and it is expected that they will be onboard beginning of February. Basic equipment (cars, laptops, printers, office equipment, etc.) has been purchased and the PIU has adequate conditions to implement and supervise the Project. Finally the development of a proper targeting system (including registration and enrolment protocols), the development of the Project Management Information System (MIS) and the forthcoming contracting of a payment agent for the cash transfers, would in principle allow to start delivering cash transfers in the month of March 2018. It was decided to use a phased approach for the implementation of the cash transfers, starting by the province of Ruyigi and continuing with the roll out in Gitega, Karuzi and Kirundo provinces.
