After some delays, all 3 component activities are well underway with the national consultants working on development and piloting of training programs and Community Education Councils (CEC) being established, trained and became fully operational in every project soum (30). Each community developed its own community action plan based on their needs. Community BLock Grant scheme has been set up. Design and preparation for "School preparation toys and equipment libraries" have been completed Public Disclosure Copy and "Child development rooms" have been renovated in all school dormitories are ready for extra curricula activities. Consulting services for developing grade specific, compensatory education programs have been advertised. Baseline study conducted in January-February 2013 collected lots of secondary data from various sources including the ministry and schools themselves. However, due to the considerable level of migration and mobility of the population as well as varying data from different sources, it was decided that each community would validate all data as of 25 September after the start of school year. The Bank task team and the implementing agency (Save the Children Japan – SCJ) have undertaken measures to intensify the implementation. The first call for community project proposals has been made. The team is also exploring alternative mode for community block grant delivery as to avoid a slow down due to the tight regulations in the case of transferring the funds through school/ kindergarten (state entity) budget channel.
