It includes the findings of the supervision mission carried out from March 11 to 21, 2019 and regular updates provided from the client until the present date. The progress towards achievement of the PDO has been upgraded to Moderately Satisfactory. After the delays observed in the first two years of the project implementation (2016 and 2017), significant progress has been made and substantial results for Disbursement Linked Indicators (DLIs) have been reported for 2018. The results achieved in the 2018 implementation period have been reported and are currently being verified. The results reported are: i) DLI 1.1: 21 Behavior Change Communication (BCC) plans; ii) DLI 1.2: 161 communes are reported as having achieved Commune Wide Sanitation (CWS), of which 56 have been verified and achieved; iii) DLI 1.3: 57,591 new/rehabilitated functioning water supply connections, of which 13,916 have been verified and achieved; iv) DLI 3.1: 21 Annual Program Plans/Reports disclosed; v) DLI 3.2: 21 Capacity Development Plans implemented. The final results achieved will be reported in the next ISR. To ensure that the targets set for the Program are achieved, Ministry of Agriculture and Rural Development (MARD) is processing a 24 months closing date extension with Ministry of Finance (MoF), Ministry of Planning and Investment (MPI) and subsequently, to the Bank. The overall program implementation continues to be rated Moderately Satisfactory. As of June 7, 2019, USD 41.96 million have been disbursed and an additional USD 10 million is expected to be disbursed before the end of the FY19. The Government of Vietnam (GoV) has allocated recurrent and investment funds for 2019 implementation period for all provinces except Dak Nong, Bac Kan and Cao Bang, in the total amount of USD 50 million.
