While many of the strategic studies such as - Adapting the Model Concession Agreement (MCA) for Expressway projects, Development of MCA and an enabling framework for Tunnelling Projects, and Study on Logistic Efficiency and Enhancement Program (LEEP) [already embedded in the Government of India’s ‘Bharatmala’ program], would be/are already being undertaken with program backing, several others (e.g. Passenger Mobility Enhancement, Effective Interventions to reduce carbon footprint in developing highways, Strategic Environment and Social Assessment (SESA), Value Engineering program for National Highway Design and Construction, Preparation of National Road Transportation Policy, Strategy for hill transportation and Infrastructure utilization/creation in synergy with Bharatmala/Chardham, Highway Advisory Services Phase II) aim to address systematic institutional and sectoral issues and have great potential to be gradually implemented and then mainstreamed within MoRTH/NHAI by nodal officers. Options for mainstreaming studies within MoRTH/NHAI and creating a knowledge repository which could be disseminated to states and other stakeholders are necessary.
