The project remains on track to achieve most of its development objectives. At this point, 72% of the total project of $160 million has been disbursed. All contracts for civil works have been awarded. As of September 30th, 2019; 893,500 people, representing 105% of the end-of-project target (EOPT), had gained access to piped water. And 69,840 students (80% of the EOPT of the project) had gained access to improved sanitation services in school. However, the restoration of the financial viability of the urban water sub-sector is important to have a certain predictability for its medium and long-term development, as per the objectives set by the reform. Due to continued postpone of the tariff adjustment, the team is working to leverage the DPO to help support sector financial sustainability. Three main agreement to highlight in DPO: (i) a plan to clear the Comments: arrears of 2017, 2018 and 2019 of SEEN and SPEN, whereby Government will pay SEEN and in turn will clear the fees with SPEN by November 2021; (ii) Government will appoint appropriate staff to the independent regulator set up in May 2019, so that the water sector regulation body will be operational; and, (iii) Government will proceed with a tariff adjustment as per the regulator proposition by 2020.
