Indeed, some activities delegated to Government implementing agencies face regular bottlenecks (procurement problems, multitude of actors in the decision-making chain, etc.). In order to improve the disbursement rate, the mission urged the PIU to deal with all the unpaid bills, take the necessary steps to proactively monitor funding needs of the implementing agencies and regularly submit requests for funds (DRF). Public Works: With 20,293 jobs created in Public Works (PW) out of a projected 20,500 at the end of the project, the overall implementation rate for the component is 108% for urban PWs and 84% for PW in rural areas. Training centers: The mission notes that the construction of the two training centers had officially been initiated, but these centers will not be ready by the end of the project and based on that, the team maintains the cancellation of the heavy equipments of the Construction training center. Employer-led training: Out of a target of 2,000 young people expected at the end of the project, 1574 have been trained or are being trained at the request of companies; i.e. an implementation rate of 78.7% on April 30, 2018. 1259 young people have been enrolled and waiting to start their training in the coming weeks. Among those who had finished their training, 34,71% got a permanent formal job. The low insertion rate is driven by the heavy vehicle driver training, where the employers have not complied with recruitment into formal jobs. For the others trained including the 490 young people in freight management, 100 in the bakery trades, 50 in modern poultry farming, 55 in bio digesters, 130 in building and civil engineering, 50 driving instructors, and 20 young people in agro-forestry, the insertion rate is around 100%. Apprenticeships: 3471 young people were initially following training as apprentices. 147 attritions were recorded, leading to 3324 apprentices as per 30th April 2018. Reasons for attrition include parental relocation, marriages, unwanted pregnancies and opportunities in the mining sector. A few exits are also due to delays on paying the scholarships of the students. Entrepreneurship: Overall, the results recorded by the Maison de l'Entreprise are satisfactory. Beneficiaries of the THIMO component are the sum of THIMO youth engaged 20,293(14,000 in urban areas and 6,293 in rural areas) and beneficiaries of the skills development component numbering 11,128 young people (initial vocational training 651, by apprenticeship 3741 and entrepreneurship 7717). The percentage of young people who completed the training was 65.31% as of April 30th. It consists of a weighted average of the percentage of young people who have completed initial vocational training (100%), apprenticeship training (0%) and entrepreneurship training (100%). It is also equal to the total number of young people who completed the training in the 3 subcomponents, i.e. 8368 young people divided by 12812 the number of young people enlisted.
