Nai Manzil aims to improve labor market outcomes by offering youth from religious minority groups an integrated education and skills training program. The World Bank project that supports the Nai Manzil Scheme was signed on December 30, 2015 and became effective on February 10, 2016. The overall target under Nai Manzil is to train approximately 100,000 Minority candidates. In 2016-17 (Phase I), the Ministry of Minority Affairs (MoMA) signed contracts with 38 Project Implementing Agencies (PIAs) to train approximately 70,000 youth in 22 states across India. In order to reach the remaining target of 30,000 youth, MoMA hired 73 PIAs in 2017-18 (Phase II). A high-level Steering Committee and a Technical Advisory Committee have been providing supervision and guidance for project implementation. In order to verify attainment of key targets under the project, an Independent Verification Agency was hired by MoMA. MoMA has also hired a Monitoring & Evaluation firm, an Information Education and Communications firm, and a firm to establish a robust Management Information System for the project. To date, 16,269 students have received a secondary education certificate (24.04 percent of those enrolled in secondary education who also sat for the Grade 10 examination) and 42,522 have received a nationally recognized skills certificate (61.68 percent of those enrolled in skills training who sat for the skills examination). Approximately 21.49 percent of project beneficiaries who enrolled in Grade 8 and sat for the exam have received a certificate (4,211). The share that have been able to obtain employment within six months of completing the integrated program currently stands at 19.69 percent; while the share who have been able to enroll in further education or skills training after completing the integrated program currently stands at 5.22 percent. Of those who have received skills certification, 24,195 (54.8 percent) received certification for a Category 1 trade/sector and 40,587 (58.87 percent) received National Skills Qualification Framework (NSQF) Level 3 or above certification. MoMA has now achieved six Disbursement Linked Indicator targets under the project. These targets relate to the number of student enrollments, the number of students successfully completing the education and skills certification components, and the percentage of students certified in Category I and NSQF Level 3 and above courses. The achieved targets will need to be submitted for verification by the Independent Verification Agency that has been hired to confirm the achievement of targets under the project.
