The financing agreement for a EUR 80 million loan from the European Investment Bank was signed in December 2017. The project was restructured in May 2019 to allow the financing of the compensations for PAPs with IDA funds. Progress towards achievement of the project’s objectives remains "Moderately Satisfactory" mainly because of the delay in the recruitment procedure for the private operator in charge of operating the BRT. However, the overall implementation of the project is considered "satisfactory" as the work contract has been signed, the firm in charge of supervising the works is in place and finally clearing of the right-of-way is progressing. 12/5/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Dakar Bus Rapid Transit Pilot Project (P156186) A ceremony to launch the work of the BRT, chaired by His Excellency the President of the Republic of Senegal, was held on Monday, October 28, 2019, and saw a massive participation of stakeholders, including the population. The works contract was awarded to China Road and Bridge Corporation (CRBC) for an amount of 136,326,300,423 CFA francs including tax. The work contract is signed. All necessary financial guarantees have been received. The official start day for the contract is November 10, 2019. The implementation of social and environmental safeguards is rated Moderately Satisfactory. The World Bank team is pleased with (i) the effective clearing of the right of way in Grand Medine since 16 October 2019; (ii) the progress made in the constitution of the files (82%) in the PAP compensation process, (iii) the strengthening of the teams to facilitate and accelerate conciliation procedures and payments, (iv) the measures taken to ensure extensive communication with local populations and the PAPs in particular. Works can therefore begin on zones that are already cleared and as soon as all the necessary documents, for which CRBC is responsible, have been transmitted and validated. However, it is necessary to secure the liberated rights-of-way and to provide for a demolition plan in line with the World Bank's requirements for social and environmental safeguards. Similarly, communication campaigns must be continued to inform the populations and people affected along the corridor. It is particularly important to have a traffic management plan in place during construction to minimize as much as possible the disruptions. The operator's recruitment process continues with the support of the IFC. The opening of the bids has been postponed to December 23 2019 to allow time to respond to candidates' requests for clarification. Activities to set up a partnership for the development of transport skills are progressing despite the delay noted. As a reminder, the objective of this activity is to establish a master’s degree in the field of transport and digital mobility in Senegal in partnership with an international school to fill the human resources gap.
