The list of senior Ministry of Environment (MECNT) officials eligible for retirement was prepared on the basis of the biometric identification of all the Ministry staff completed in 2011. The Presidential Decree necessary for their retirement was signed in December 2013. Retirement allowances and modalities of payment are under discussion. It is expected that the payments will be made by September 2014, if pending issues are resolved. As a result of the timber tracking system introduced under the project, the amount of confiscated illegal timber has increased by an order of magnitude. Unfortunately, the system is not self-financing, putting at risk one of the most important results of the project. A review of its modalities of functioning, as well as of the legal framework, is urgent to make it sustainable and financially viable. 121 micro-projects are under implementation in the four conservation landscapes, benefiting an estimated 143,00 people. A contract amendment will be signed with the NGO consortium facilitating the negotiations of social responsibility contracts between concessionaires and local communities to monitor the implementation of the 65 signed Social Responsibility Contracts, while extending the ongoing training program to other key Environment Ministry departments: Forest management (DGF), Control and Internal Verification (DCVI), and Studies and Projects (DEP). Under the GEF-financed part of the project, negotiations between the authorities and the ex-Simba rebels in the Maiko National Park are nearing conclusion. The project continues to support ICCN in a variety of institutional strengthening initiatives.
