National targets for short, medium and long terms were established in terms of increase in protection of natural capital, PA effective management and landscape governance. Progress was also made for the protected area financial mechanism, by the creation of two accounts to receive funds (and an initial resource allocation from 5% of the carbon tax) and establishment of institutional arrangements for the implementation of the mechanism. Continuous training and capacity building is considered a required but not suffficient condition to raise this indicator to medium. Lack of continuance as staff for the people that have received training in the Corporaciones posses an external risk to the sustainability of the training. The first quartely report Comments: identified 8 deforestation hotspots in the country; two of which are in the Amazon. The next report, included 3 out of 8 hotspots in the Amazon. Early warning systems have also been produced not only showing the increase of deforestation due to human activity but the pattern of higher deforestation during the drier season. The current value includes then a mosaic of productive and protected forest landscapes under individual and community traditional agreements for sustainable management and conservation. The project has established new agreements in this last term and continued supporting the implementation of the ones signed before. These are:  Multisectorial agreement to (i) follow the Presidential Directive for Government agencies to comply with the Supreme court ruling and develop an action plan to address deforestation and vulnerability to climate change;  Agriculture-Rural Developmentsector: (ii) Municipal agricultural technical assistance models mainstreaming environmental considerations and an emphasis on agroforestry (potentially benefiting at least 5,909 families registered as technical assistance users)); (iii) Finagro portfolio evaluation to establish credit lines for sustainable productive systems; (iv) Capacity building in entrepreneurship done by Finagro with local farmer organizations (with organizations being trained to build business plans with cofinancing support, and one of them already applying to a Finagro credit line); (v) productive land use planning at departmental level in Guaviare and Comments: Caqueta (with better progress towards implementation of the Pilot plan for the productive and social land use with environmental considerations in Caqueta);  Hydrocarbon sector: (vi) agreement with the Agencia Nacional de Hidrocarburos to exclude the forest areas of Bicuda and Caguan –Putumayo, allowing for the expansion of Chiribiquete National park.  Infrastructure-Road sector: the project designed a series of methodologies and guidelines to incorporate environmental considerations into multiple policy instruments, including (vii) National road Plan for regional integration (PNVIR) and Departmental Road plan for Guaviare; (viii) CONPES (National Political, Economic and Social Council is the highest planning authority in Colombia) bill establishing guidelines for investments in tertiary road system; (ix) 51x50 Plan that promotes improvement of 50 Kms of rural roads in 51 prioritized municipalities that have been impacted by armed conflict. With support from the ASL regional project, the team also participated in Conversations of the World workshop (Leticia, Colombia, Feb 10 – 15, 2019) where representatives from 15 indigenous groups of the Brazilian, Peruvian and Colombian Amazon met together with government and NGO representatives to exchange Comments: experiences related to indigenous governance and territorial management. In addition, their participation is being planned for a Study tour to be held in July, 2019 to learn about the experience in Petén, Guatemala related to community forest management. The project has also been participating in the Comparative Analysis study of the conservation agreement programs in the Amazon which will involve a knowledge exchange event and a publication expected for the end of 2019.
