The Project's main achievements to date are detailed below. (A) For the objective "improve the quality, efficiency and equity of public education in Pernambuco": Page 1 of 6 The World Bank Report No: ISR14525 (1) Quality of public education in Pernambuco has improved as evidenced by the increase in standardized test scores for students in Math and Portuguese in state schools at the end of low fundamental education. The scores for Portuguese exceeded the target, while the scores for Math increased by fell short of the target. The Secretariat of Education (SEE) disseminated the results of the standardized test carried in November 2013 for grades 2,4 and 8 in all the state and municipals schools to principals, teachers, administrators and parents across the state. Public Disclosure Copy (2) Efficiency of public education in Pernambuco has improved as evidenced by the decrease of repetition rates in low and high fundamental education in state schools. (3) Equity of public education in Pernambuco has improved as evidenced by 221 state schools that satisfactorily meet the basic standards, from 0 in 2009. 62 state schools were rehabilitated in 2013 using the new set of basic standards. (B) For "greater efficiency in the use of the Government of the State of Pernambuco's (GOP) public resources in the education sector": (4) Efficiency in the use of the Government of Pernambuco public sector resources in the education sector has improved as evidenced by an allocation of 88.18% of SEE personnel to the delivery of education services in schools, exceeding the target by more than 11 percentage points. (5) The Government of Pernambuco (GoP) completed several initiatives to improve efficiency in the use of public resources, including: (i) the upgrading and use of the education sector strategic plan (the so-called Pact for Education) and its indicators to measure progress for the education sector, with continuous high-level monitoring including through meetings with the Government's Management Committee; (ii) the development of the electronic financial management system (e-fisco) was completed and implemented in several state secretaries; and (iii) the development of the electronic procurement system (through an integrated and computerized solution for public management) was completed and implemented in several state secretariats. (6) Only three activities remain to be completed. A study on safety in schools is expected to be completed during the month of May. An inventory for asset management is being completed with GoP resources after the procurement process had to be cancelled. Finally, the study on school transportation has been canceled due to issues with the procurement process. These issues do not affect the achievement of the Project’s overall performance or achievement of the PDO.
