As of April 30, 2014 the overall physical progress achieved is about 18% (against the target of about 22%) and the disbursement achieved is about US$ 25.3 million of IDA funds (i.e. 8.4%). The physical progress is slightly behind the targets (for completion of the first year RPM contracts and starting of the second year program), but the disbursement level is significantly behind the expected level. The PMU informed that both physical and financial progress was adversely Page 1 of 8 The World Bank Report No: ISR14972 affected due to work stoppages in the three months between October 2013 to middle of January 2014 caused by the political unrest and the countrywide “hartals”. The specific reasons for lagging behind FY14 disbursement targets were reviewed and the steps for improvement were agreed. Under first year plan, progress recorded is as follows: Public Disclosure Copy - Rehabilitation & Periodic Maintenance (RPM) - Implementation Progress: A total of 114 contracts (88 roads for 771 km) out of 116 contract packages (779 km) were awarded for about $23.5 million in 25 districts. Of this, 53 packages (47%) have been fully completed, while 61 contracts (53%) are in progress. Of this, about 20% contracts are behind completion schedule. - Performance-based Maintenance Contracts (PBMC): Of the six PBMC contract packages planned for the first year, four are ready for contract award, totaling 113.7 km. Under the second year plan, progress recorded is as follows: - The final list of RPM roads was selected based on the agreed methodology that the Bank approved. It consisted of 97 contract packages (of 135 roads for about 1200 km). Similarly, the 45 UZR packages (of 51 UZR roads for about 345 km) and 38 UNR packages (of 63 UNR roads for about 324 km), 17 Growth Center Markets ( 20 GCMs), 5 river jetties (RJs) and one pilot rural waterways dredging are under preparation for implementation starting in the second year. Of the RPM starting in the second year, some 84 packages (906 km) have been awarded to-date. The remaining 13 are expected to be awarded by June 30, 2014. Under the Institutional Strengthening and Capacity Building, Governance Component: - The evaluation of the Consultants for the Integrated Performance Audit and IT-ICT/ MIS resources and Road & Bridge Maintenance Specialist is ongoing on schedule. The following consultancies have been already mobilized: two design & supervision consultant teams (R1, R2), Financial Management Specialist, Road Safety Advisor; Performance Based Management Contracting Advisor. Under the Road Safety Component: - The safety features have been incorporated in the designs of roads and the installation of traffic signs on the respective roads of the second year program has been initiated.
