Given that it took close to 18 months for the project to become effective, the implementation of activities is running about 12 months behind schedule. The MoES is implementing a detailed workplan and catching up on several planned procurements. The Government of Uganda adopted a Technical and Vocational Education and Training (TVET) Policy to allow for establishing foundations for TVET Council under Component 1, as per the Skilling Uganda Strategy. Under component 2, which aims to improve the quality and relevance of skills training programs in target institutions, each of the four colleges seeking to become Centers of Excellence are now working with a twinning institution. New TVET programs are developed in line with the labor market demands and best international standards. In addition, 12 Vocational Training Intuitions (VTIs) have been supported by the project. Under component 3, Skills Development Facility under Private Sector Foundation Uganda/PSFU provides support to just in time skills development through issuing grants to formal and informal sectors employers. All four Windows of the Fund are fully operational supporting skilling initiatives of the private sector.
