The Government of Bangladesh (GoB) has implemented Secondary Education Quality and Access Improvement Project (SEQAEP) since 2008, with IDA Credit financing of US$396 Million ($130.7 million in the original project and $265 million in the Additional Financing). The project provides poverty- targeted (based Proxy Means Testing, PMT methodology) stipends to students, and quality-enhancing incentive grants to schools, teachers and students (in grades 6-10) in some 10,000 secondary schools and madrasahs from 215 Upazilas (sub-districts) in the country. 2. Project Development Objective (PDO) is satisfactory given that project is on track to achieve the end of project targets. All six project key performance indicators (KPIs) - cycle completion rate, number of students appearing in the Secondary School Certificate (SSC) examinations, monitoring learning levels, gender parity (as measured by male to female ratio), percentage of poor children in total enrolment and total number of project beneficiaries - are likely to be achieved by the end of the project. The updated intermediate indicators (IOs) have either met or surpassed the end-of-year targets. 3. To enhance quality, the project in 2015 has disbursed incentives awards to 83,000 best students and 62,000 PMT students passing SSC exams in 125 upazilas, and 1,366 institutional achievement awards in all rural upazilas of the country. As part of the Additional Class Teacher (ACT) scheme in English, Mathematics and Science from AY2015, more than 750 ACTs have already been deployed in some 400 beneficiary institutions and so far supported 42,000 additional classes this AY. In 2015, the DRH program has enrolled and supported about 1.5 million student readers in 9,618 project institutions in 215 project upazilas. More than 1.63 million program books and about 1 million award books were delivered to eligible institutions and students respectively. 4. The largest component in the project is PMT-based Stipends and Tuition to the Poor. Poverty-targeted stipends were disbursed to more than 1.4 million economically poor students who additionally complied with the educational eligibility criteria. 5. Under monitoring and evaluation, the project is on course to carry out the first ever student learning assessment on a nationally representative sample by 2015. Other achievements include completion of impact evaluation baseline surveys for ACT and DRH interventions; establishment of MEW/SEQAEP Cell at BANBEIS; and initiation of preparatory activities to carry out 2015 compliance verification and PMT validation surveys. 6. Harmonization with Development Partners in Secondary Education: The Government is expected to formally request the World Bank for its engagement in the harmonized sector program (successor to SEQAEP) in secondary education. ADB and the World Bank are major development partners in the sector.
