It is expected that the President will select the AZES CEO from the IDA-approved shortlist of 3 candidates. One the staff is recruitment, an intensive training program through TA needs to be deployed to make the unit operational. - The international consortium IOS-CPCS was hired by the project to elaborate implementation regulations of the 2015 ZES law, to update the demand study and to assist the Government in selecting a zone developer and concluding a Public Private Partnership (PPP). An international selection process was launched in 2018 to hire a well-reputed zone developer, with seven international/national companies responding to the Call for Expression of interest. A shortlist was approved, the final candidate has been selected and is in the process of negotiating a PPP with support from the transaction adviser. - Post Mid-Term review, the scope of infrastructure financing was reduced to the construction of a fence around the 211 hectares of Maluku SEZ land to secure the zone. The fence has been fully constructed. - The project supported three key reforms that were approved in the 2020 Doing Business report, namely: (i) Starting a Business: DRC made starting a business less expensive by reducing the fees for business incorporation; (ii) Dealing with Construction Permits: DRC made dealing with construction permits safer by requiring that professionals in charge of plan revisions and inspections be members of the newly-created National Order of Architects and National Order of Engineers, and by introducing legislation enforcing inspections during construction; and (iii) Paying Taxes: The DRC made paying taxes less costly by lowering the corporate income tax rate to 30% (from 35%). In coming months, the following activities are expected to be completed:  To operationalize the Lukula Agro-Industrial Center/Platform. To complete construction work on the Lukula agro-industrial platform and development of the site (5.3 hectares) to enable the establishment of significant processing capacity for value addition to the key crops supported by the project (Cassava, rice, palm oil), which will be operated by a private company. This will provide a ready market for the beneficiary farmer groups supplying the bulk of the raw materials, and would be very important to bring the MFD dimension of the project to full fruition.  Finalizing the recruitment of AZES staff and operationalizing the agency.
