The regional approach adopted for this operation will produce economies of scale, facilitate knowledge exchange, and support the regional harmonization agenda on REDD+ and sustainable forest management. The Regional REDD+ Project was approved on July 14th, 2011 by the World Bank Board. The project became effective on November 29th, 2011. The Project Implementation Unit (PIU) has been fully operational since July 2012. The Project is seen as a catalyst for REDD+ in the Congo Basin region and has made significant progress to (i) provide support to the REDD+ coordination institutions at national level, (ii) strengthen regional coordination on REDD+ (joint submission to SBTSA) in international fora, (iii) improve scientific knowledge on Central African forests’ contribution to carbon sequestration, (iv) to communicate findings and share results with other partners involved in REDD+ to create synergies and partnerships. After some early delays in procurement, the contracting process for the four main contracts (Comp. 1b- Participatory approach to REDD+, Comp. 2b- Elaboration of Allometric Equations, Comp. 3a- REDD+ Project Incubator and Comp. 3b- Regional Environmental and Social Assessment of REDD+; total amount: 4.5 million USD), have all now been signed and activities are implemented. Experts from these firms (1b. IUCN, 2b. ONFI / TEREA / NATURE + consortium, 3a. ONFI / Winrock / WWF / WCS) have began service from July to October 2013. In addition, the activities implemented by the PIU have started and are being implemented according to the plans approved by the Steering Committee. In particular, regarding the scientific collaboration for carbon measurement (sub-component 2.a), a regional event has been organized and national workshops are planned. Regarding the support for the UNFCCC negotiation process, multiple events were organized for the "Climate Change Working Group"in collaboration with GIZ. A REDD+ technical expert is being hired to supervise the implementation of component 1a and also make the link with the policies being developed in component 3b and supervise the execution of the studies. Progress toward achievement of GEO/PDO is rated Moderatly Satisfactory because an extension might be needed for the project to reach its objective. Overall Implementation Progress has been rated Moderatly Satisfactory because of the delay.
