What follows is a key implementation status update. Component 1: Road asset preservation The rehabilitation part of the initially planned 317 km roads for PBC (performance based-contracts) has been completed. The rehabilitation part the additional 157 km roads for PBC is expected to be completed by end-December 2015. The emergency subcomponent, as well as the contingencies, are being mobilized to finance part of the emergency rehabilitation/reconstruction of roads that were damaged by a rare hurricane that struck Cabo Verde in September 2015. Direct contracting with the contractors already in charge of the PBC on these roads will be used to more rapidly complete the works. Component 2: Institutional strengthening and project management The installation of the road and bridge management system has been completed and is operational. However, application of truck axle load control has been postponed for the second time for administrative reasons. It is now planned that axle load control will be effective by end-March 2016. Component 3: Road safety The two contracts financed under this component are on-going (road safety plan and road safety campaign) with slight delays. A first draft of the revised highway code and alcohol test regulation will be submitted before end December 2015. Component 4: Inter-Island Transport Strategy The 3 studies under the aviation subcomponents are almost completed. A draft TOR concerning an audit of TACV is awaited after a specific request from the Ministry of Finance. The legal framework for port concession has been adopted. ENAPOR is now working on the sub-concession of the port operations in Praia and Mindelo to private operators. The Ministry of Infrastructure is also working on an inter-island transport system (by air and by sea) with the support of the project. Finally, the two studies to structure the Port and Maritime Agency (regulatory body) are on-going. The mid-term review of the project is expected after the completion of the emergency works and most of on-going studies.
