It is estimated that the overall project will generate on average 83,700 metric tonnes CO2 equivalent per annum for the first 7 year crediting period. These are all registered Component Project Activities (CPAs) under the Programme of Activities (PoA, Uganda Municipal Waste Compost Programme, PoA #2956) under the Clean Development Mechanism (CDM). The project has created a carbon sink by absorbing and storing greenhouse gases from the atmosphere. Total emissions reductions in the first crediting period (7 years) are expected to be 58,591 tons of carbon dioxide. The World Bank's Community Development Carbon Fund (CDCF) signed the Emissions Reductions Purchase Agreement (ERPA) with NEMA for purchase of a portion of these emissions reductions. The carbon revenue is shared by NEMA and participating municipal councils, with a part of this carbon revenue going to the hosting communities. Further revenue may be available to the local councils from the sale of compost although sales of compost so far have been very slow, due to lack of demand. The total emissions reductions (ERs) generated from the 9 CPA composting facilities was 14,399 tCO2e during the first reporting period of April 2010 to April 2012. The ER verification of this reporting period has been completed. A trust-funded program piloting use of smart phones and real-time data reporting was piloted with a view to possibly replace the current record keeping of monitored data (on paper). The pilot was successfully completed. This carbon offset operation corresponds to investments under the International Development Association (IDA) Specific Investment Loan (SIL) for the Second Environmental Management and Capacity Building Project (EMCBP II). EMCBP 11 closed on November 30, 2012; the Implementation Completion Report for the Project was prepared and publicly disclosed. No payments under ERPA have been made to date. First payment of carbon revenue is expected in the third quarter of 2014 upon the completion of issuance.
