Component 1: Land Administration Reform Sub-Component 1 - Improving land administration: Is progressing well and rated “satisfactory”. Registration of all transactions at Ministry Zonal Offices (MZO) has reached 80% with 75% committed files. The designs for the Construction of Ministry Zonal Land Offices (MZO) in Kabale, Luwero, Mityana, Mpigi, Moroto, Rukungiri, Soroti, Mukono, and Tororo have been finalized and the procurement process for the contractor is ongoing. The establishment and roll-out of the Land Information System (LIS) is underway. The design and testing of the new LIS version has been finalized and its deployment has started in Kibale, Fort Portal and Lira MZO’s. Base maps production work is ongoing and will be finalized in December 2017. Subcomponent 2: Undertaking systematic registration of communal and individually owned land: Some key achievements include: Systematic Land Adjudication and Certification Technical Committee (which is multi-sectoral and multi-disciplinary) is already in place to oversee implementation of Systematic Titling/Certification process; Selection of the working areas exercise has been conducted in 61 districts in the Northern, Eastern and Western parts of the country, and the report is ready. Subcomponent 3: Strengthening institutions and mechanisms for land dispute resolution: A multi-sectoral technical committee was appointed and is overseeing detailed preparation of activities and a work plan for their implementation. Subcomponent 4: Strengthening land administration and management institutions: The technical requirements report for Program of Actions for Strengthening Land Administration and Management Institutions was completed. The Design and Construction supervision of the ISLM Dormitory and Multi-Purpose Hall has been completed. Procurement process for development of the gender strategy is underway. Early results on Land Administration reform include: PDO Indicator one: Reduction in the number of days to register land: The time taken to register a property has reduced by 14 days over 5-year period of 2011 to 2014 from 66 to 42 days according to the Doing Business report. Improvements in efficiency and accessibility (due to streamlined and consolidated procedures, and digitization and computerization of key processes) has shrunk the time to register property. However, records at the LIS shows that registration can be done within 20 days in Mbarara, Masaka, and Jinja MZO's. Revenue collection increased by 308% from US$0.7m to US$3.5m per month. Collection in 2014/15 was US$64m. A total of 500,000 land titles out of 750,000 have been digitized and captured under LIS. Component 2: Business Registration and Business Licensing Reforms Strengthening business registration institutions and processes component: the MTR noted that progress had been made on the following activities: Construction of a central office for URSB: The Government decided to set up a One-Stop-Shop (OSS) for business by bringing together URSB, Uganda Investment Authority (UIA) and Capital Markets Authority (CMA) under one roof. The design of the building has been finalized and the next stage is to procure a contractor and this will be finalized by June 2017, Establishing an e-registry for business licensing, including, an appropriate technology platform and software application: The use of the e- licensing portal has fostered increased interaction between businesses, licensing agencies and the URSB. In FY16, the registry was upgraded to incorporate feedback from the public regarding use of other languages, introduction of live chats for instant feedback, and linking the portal to social media platforms. On average, the e-licensing portal experiences over 1500 enquiries every quarter. Establishing an OSS for business registration, including, a network of local and regional offices: This activity of establishing an OSS for business registration, including a network of local and regional offices is progressing well. Through the creation of regional offices, expansion of services across the capital city, and use of mobile registration clinics, the URSB has increased access for businesses to registration services by 70%. Currently, Uganda has four regional business registration offices and three branches in and around Kampala. The mobile clinics have largely targeted the hard to reach areas across the country. Streamlining business registration and licensing procedures (and eliminating unnecessary procedures) component, MTR noted the following 1/1/2017 Page 2 of 11 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Competitiveness and Enterprise Development Project (CEDP) (P130471) achievements; Business Registration System Online: The entity undertook a file census, reorganization and indexing of records. The entity now has an authentic business register which includes a basic internal system that allows users to conduct a new search and online reservations have been developed. The entity can also receive applications online. Electronic Documentation Management System (EDMS): The URSB is in the process of setting up an EDMS that will ensure full computerization of all new and old documents (scan and digitize) at the bureau ahead of the transition to a fully automated business registration system. The business name search and registration processes are already computerized. EDMS installation has started and is expected to be finalized by March 30, 2017. The MTR noted that a number of administrative reforms have translated into reduction in time and cost to businesses: Key among these include: reduction in the number of steps taken to register, less usage of mandatory documentation, centralizing the registration processes on one floor, opening a bank branch within the URSB premises to collect fees on site, and file census and re-organization of records for quicker access (file can now be retrieved in 5 – 10 minutes from 3 – 14 days in 2012). These process related reforms have translated into registration of over 500,000 businesses and increased revenue collections from US$1.43m to US$6.6m. Institutional strengthening of the URSB and other relevant regulatory agencies staff: 24 URSB staff have been trained for a total cost of US$208,487. Developing and implementing an information, education and communications strategy (including conferences, seminars and consultations portal): The URSB has focused on increasing public awareness and its public face to improve its image and perceptions of businesses with regard to service delivery. Key among the milestones realized are: establishment of a call center with a feedback facility to provide clientele with a platform to contribute to the reforms that URSB is currently undertaking. The bureau also developed a number of communication materials for purposes of sharing information on the mandate and other services available to businesses across all sectors of the economy. Early Results – Business Registration PDO Indicator Two: Reduction in time (days) and cost to register a business (as % of income per capita): The time taken to register a business has reduced by 6 days over 5 years, from 33 days in 2010 to 27 in 2016: Improvements in efficiency and accessibility (due to streamlined and consolidated procedures in the filing system), has shrunk the time to register a business. Component 3: Tourism Competitiveness Development Development of labor force for the tourism sub-sector The procurement process for the design and construction of the supervision for the HTTI building was completed and the designs are planned to be completed by March 30, 2017. Environment Impact assessment was completed. Approval was obtained for the change of land usage for plot 34 & 35 Hammington Square for expansion of the Institute and permission to resurvey and process deed plans for the plots were granted, resurveying carried out and completed in May 2016. A review of the curriculum was completed in August 2015 with support of the Institute of Tourism and Hotel Management, Tourism Schools Salzburg. It was submitted to the National Council for Higher Education for approval in August 2016. Developing and implementing a sustainable business model including a revenue generation strategy for The Institute: The feasibility study and business plan were prepared and recommended for adoption - a sustainable business model, a revenue-generating strategy, and associated revenue- generating activities. Component 4: Matching Grant Facility This component entails a provision for matching grants to matching grant beneficiaries. It has progressed well, despite some challenges. The total number of enterprises approved is 235 under the 2nd call for proposals, out of the targeted 500. An additional 176 applications under the 3rd call are being reviewed. Total number of direct project beneficiaries reached is 182,159 out of the targeted 400,000 for the second year of implementation. The planned is 1,000,000 beneficiaries over the project life time.
