57170 STATUS OF PROJECTS IN EXECUTION FY10 SOPE AFRICA REGION Chad Operations Policy and Country Services OCTOBER 03, 2010 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Progress toward achieving development objective(s): The project development objective is not likely to be achieved. Despite continued progress in the primary gross enrollment rate (revised data show an increase from 92% in 2008 to 98% in 2009), the primary completion rate is still low (37% in 2009) suggesting that the country is unlikely to meet the universal basic education goal. Activities related to access to primary school are mostly completed and local communities were highly involved during the implementation to mitigate the impact of repetitive civil unrest. Although issues on access still exist, the difficult challenge is to improve education quality, which requires a comprehensive strategy and appropriate institutional capacity and stability. So far the project has been limited to the reinforcement of national capacity in developing curriculum and textbooks. In terms of donors' harmonization, the project is currently supporting the Ministry of Education in developing the Interim Education Sector Program to (i) determine key sectoral priorities for a better alignment of donors' contribution and (ii) prepare a possible application for additional funds through the EFA Catalytic Fund. Technical assistance activities are underway, and urban development and investments plans are being prepared in targeted municipal governments. Several training sessions have been provided in N'Djamena, Sarh, Moundou, Abeche and Doba for 370 participants. The objective of the training is to strengthen capacity of the local governments to plan and manage the development and the delivery of infrastructure and urban services; and to increase their financial resources to help maintain existing and new infrastructure. The project was restructured, or received Additional Financing during FY 10 The additional financing will extend the new integrated and decentralized approach to HIV/AIDS and maternal and child health services in the ten health districts in five regions, in addition to the capital city, Ndjamena. This approach decentralizes oversight to local governments, involves community-based organization in service delivery, and expands the use of mobile teams to reach isolated villages. It will also introduce a results-based financing (RBF) approach to improve maternal and child health outcomes that would be piloted in two additional regions. Lastly, the additional financing will strengthen monitoring and evaluation, including data collection, analysis, and the use of national household based surveys, and medical waste management. Progress toward achieving development objective(s): Progress toward achieving the development objectives has been slower than expected due to implementation problems encountered by the project last year. These problems are now being solved with the hiring of a new Project Coordinator and a qualified Procurement Specialist. Consequently, progress is now being achieved in some components: (a) 192 community-based ecosystem management micro projects have been elaborated and adopted, of which 123 are in full execution status towards completion and 40 are fully completed; (b) the law on forest and fauna management has been enacted and its application decree has been drafted; (c) more than 71,000 stakeholders' capacity in integrated ecosystem management has been enhanced; and (d) more than 135,000 hectares are protected against deforestation and land degradation. Progress toward achieving development objective(s): The performance of the project is mixed. The project has recorded progress in the following areas: (a) compliance with 2010 budget preparation and 2009 closing calendars; (b) streamlined expenditure processes; and (c) a significant increase in tax revenue as a result of the initiation and establishment of ASYCUDA (UNCTAD application for custom operations) at the main custom gates at N'Djamena airport and Cameroon/Chad boarder. However, it will be difficult to sustain these results if there is no immediate improvement in the overall fiscal and macro-economic framework of the country.
