The changes made as part of the Additional Financing (AF) and Restructuring (approved by the Bank's Board on December 13, 2018) are now reflected in the Results Framework and DLIs, and are being tracked by the team. However, the AF/Restructuring still await counterpart signing and approval, and the team continues to follow up closely. 5/2/2019 Page 1 of 19 The World Bank Implementation Status & Results Report Support to the National Education Pact Project (P146831) The Project has achieved the final targets of two of the five PDO Indicators and is making good progress towards achieving the remaining three. A brief overview of progress by Component follows: Component 1: Improve the capacity to recruit and train primary and secondary teachers 1) In terms of pre-service teacher training, ISFODOSU is making progress in developing a new academic career for the institution and has hired a consultant to prepare the academic regulations and expects approval of the components in July of this year. ISFODOSU is also making progress in the accreditation process, as a quality management system is being designed with the support of ACSU (the international agency supporting ISFODOSU in the accreditation process). In addition, the new training program for school directors was launched and implementation began with the collaboration of APTUS and Uncommon Schools. 2) In terms of the teacher competitive entrance exam, no exams were conducted in 2018, but the Ministry expects to hold exams in 2019. The Vice- Ministry of Certification and Accreditation is nearing completion of an item bank of over 10,000 items aligned with the new teacher professional standards that will be used in these exams. MINERD has initiated dialogue with the Bank and other partners on developing a mid-term plan for future exams that considers the management and continuous development of the item bank and the possibility of recruiting for specific posts through the competitions. 3) Regarding in-service teacher training, the Vice-Ministry of Technical-Pedagogical Services and INAFOCAM have worked with over 31,000 early grade teachers in 2,190 schools through the Strategy of School-Centered Training (EFCCE). The EFCCE approach focuses on reading and math in the early grades, and utilizes the results of the 3rd grade diagnostic learning assessment conducted in 2017. The Bank and MINERD agreed during the most recent mission to work together to further develop this approach in terms of prioritization, reviewing the content, and assessing the results. 4) Regarding teacher performance evaluation, IDEICE has evaluated over 83,000 directors, assistant principals, technicians and teachers against the new performance standards. IDEICE is in the process of creating a platform to allow individuals to access their results and is creating aggregated reports for school directors, districts, and regions. The Bank discussed with MINERD's Minister and Vice Ministers the importance of coordinating efforts to maximize the value of data collected through performance evaluations and national tests for teacher training and school improvement, and will continue to support these issues. Component 2: Improving the capacity to evaluate primary and secondary student learning The 6th grade diagnostic exam was completed in 2018, the national-level report is finished, and the Assessment Directorate is preparing district, regional, and school reports for distribution and training in the coming months. The 9th grade diagnostic exam will be applied in mid-May and initial results will be available by the end of 2019. PISA 2018 was also successfully implemented in 2018 and results will be released (for all participating countries) by the end of 2019. IDEICE is preparing a dissemination strategy for these results. Component 3: Improving the capacity to evaluate the quality of services delivered by public early childhood development centers The pilot of a new quality assessment was successfully jointly carried out by IDEICE and INAIPI in 10 CAIPIs of the metropolitan region (10% of all CAIPIs). INAIPI and IDEICE are now working on elaborating a plan to revise the assessment and apply it in all of the country's CAIPIs (about 100) in 2019. Component 4: Improving capacity to enhance the process for decentralizing public school management 1) Regarding school management committees, the Decentralization Directorate confirmed that there are currently 1,030 school management committees receiving funds directly and that they are focusing on resolving the challenges that have prevented more committees from doing so, including administrative burdens and limited capacity of committee members. In addition, MINERD approved new functional spending guidelines for the committees, enabling them to direct resources to where they are most needed. To address the challenges to directly obtaining funds and to build committees' capacity to better utilize their funds, Decentralization will work with the EMIS team to develop a module to computerize some of the administrative processes and will also develop a training plan for committee members that leverages technology to increase reach and reduce costs (for example, short videos shared via WhatsApp). The Bank will support these activities through the TFSCB and REACH grants. 2) Regarding the performance evaluation of regional and district directors, responsibility for the process is being reallocated within MINERD but is expected to continue in the coming months, with continued technical assistance from the Bank through the REACH trust fund grant. Additional Activities 1) Gender: Leveraging funds from a small grant from the Nordic Trust Fund, the Bank team including a Social Development colleague supported MINERD in developing and delivering a workshop (based on a successful methodology developed in the region) for teachers and other stakeholders to develop skills to combat violence in schools, with a specific focus on gender stereotypes and gender-based violence. The team is now building on this experience to integrate the methodology into MINERD's in-service teacher training, utilizing a small grant from the State and Peacebuilding TF. 2) Citizen engagement: Two of the three planned beneficiary feedback mechanisms are currently active in the Project (student and teacher feedback at different grades collected annually through complementary questionnaires as part of the national assessment strategy). The third mechanism, to get feedback from parents, is currently being developed as part of the activities under Component 4 and should be active within the next year.
