These include: finishing works of the Ambo branch office building before handing over to the CSA; headquarters (HQ) auditorium construction and training center building renovation; operationalization of the Video Conference (VC) at the four branch office buildings; purchase of Information, Communication and Technology (ICT) software including developing the agency’s intranet, and external website; re-branding of the CSA; and purchase of tablets and solar panels (the ongoing FOREX issue in the country is delaying the latter procurement). The main components of the project and achievements of the grant. Component 1: Organizational and Infrastructure Capacity Development in the National Statistical System: Construction and furnishing of 4 regional branch offices (Mekele, Hawassa, Bahirdar, and Ambo) equipped with modern IT infrastructure and training rooms completed and are now waiting for Ethio Telecom’s support for internet connection. The system will only be operational once the buildings install a networking system that is being procured under the AF. IT training room at CSA HQ, equipped with video conference capabilities, operational for training on basic computer skills were conducted. ICT equipment and furniture for all four branch offices have been procured and installed. Auditorium construction at the HQ is advancing with 45 % completed - in addition to the main works, electrical and sanitary fittings have already been started in the basement. The renovation works for the training center is almost finalized with 75 % completed where the center is expected to be completed in July 2018. The CSA is in the process of developing a data center at headquarters that will be linked to the newly-built branch office buildings, which will house local servers for data collection and transfer to headquarters. This will also include Microsoft Products for the data center. Preparatory works for construction of 2 new branch offices (Dessie and Adama) are underway: A design consultancy firm has been hired to update the drawings of the upcoming branch office buildings. The bids for the construction works have been floated and a contractor is on process of being hired. The CSA is obtaining construction permit for both locations and work is expected to start in June 2018. Component 2: Statistical Data Development and Management: The activities under component 2 are progressing very well under the additional financing grant. 1) Development of National Business Register - The CSA is currently in the process of hiring a Statistical Business Register consultancy firm to follow up and further develop the pilot Business Register that was done under the Parent project; 2) Agriculture Statistics -The CSA is currently preparing a TOR to hire a consultant to develop the irrigation and agricultural statistics methodology; 3) Social/Poverty/Price Statistics- The Household Consumption and Expenditure Survey (HCES) was completed in 2016. The AF supports the improvement of price statistics by rebasing the Consumer Price Index (CPI) based on the 2016 HCES and updating the basket of items. The CSA is also preparing a TOR to hire a poverty statistics data development consultant; 4) National Accounts Statistic -The CSA has extended the contract for the local consultant who is currently supporting the National Planning Commission (NPC). An international consultant will additionally be hired under this AF and both consultants will work with IMF’s staff to support the NPC in rebasing the Ethiopian National Accounts. The CSA is also developing IT equipment preform as to develop NPC’s networking and data storage system, and 5) Vital Statistics - The CSA is support the Federal Vital Event Registration Agency (VERA) in their development of Vital statistics. Component 3: Statistical Methodology, Standards and Data Quality Assurance and Information Dissemination Data Dissemination was supported through media promotion, publishing of survey reports, and organizing meetings and workshops including press conferences. Results from the 2015/16 Poverty Survey were publically disseminated during a launch event in late 2017. The CSA holds refresher courses on Ethiopia’s Data Quality Assessment Framework (EDQAF) for those engaged in the production of administrative statistics. The TOR for the infrastructure upgrade of the library is being developed and will be finalized by the end of June 2018. The CSA is also developing a strategy on how to digitize hard copies of previous publications to electronic copies. The CSA has also developed a communications strategy for the upcoming Population Census, and trained the agency’s regional communications officers on disseminating statistics to the media Component 4: Project Management: Project implementation is rated satisfactory.
