The Government has worked diligently on a prompt implementation start. The first disbursement was made early September 2018 to acquire Sint Maarten the membership and coverage under the Caribbean Catastrophe Risk Insurance Facility (CCRIF). A number of operational requirements were met in the first 6 weeks of the project. Nevertheless, the bulk of the project activities advanced relatively slowly at the initial stage. This is partly due to the limited project management capacity of the Government, while at the same time there has been a large amount of activities requiring immediate attention. Challenges of capacity are seen in the small number of staff in the PIU, especially technical staff, and the lack of familiarity between the Sint Maarten Government 1/10/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Sint Maarten Emergency Recovery Project I (P167339) and the World Bank. The permanent Project Implementation Unit (PIU), the National Recovery Program Bureau, is not fully functional yet. A temporary PIU, the Interim Recovery Committee, has undertaken the project management. It counts with dedicated and competent civil servants but in too small number and tasked with preparing and managing several projects funded under the Sint Maarten Recovery, Reconstruction and Resilience Trust Fund. Procurement of goods, works, and PIU staff has also proven to be challenging, due to the increased demand of reconstruction in the region, the lack of familiarity of the construction sector with World Bank requirements, and limited external interest in a relatively small market. Recognizing these constraints and challenges, substantial hands-on technical supports have been put in place from the World Bank to support the counterparts in the past months. While repair works are being mobilized for the police stations and SMHDF, moving forward, the highest priority will be given to the roof and housing repairs and PIU staffing amongst others. Implementation is now gaining momentum and is expected to further accelerate through the first quarter of 2019, as a number of procurement processes are progressing significantly. To closely monitor the project’s implementation progress, the next implementation status review and reporting is planned for March 2019.
