In spite of good signs of the implementation mastery by the PIU and the concerned actors which appeared during the first 2 years, this third year is characterized by some risks of delay in the completion of some sub-projects planned under component1 ( Sub-Projects of post-harvest processing) and component2( infrastructure works for irrigation schemes rehabilitation for a total of 914 ha throughout 6 sites and, for 80 kms of feeder roads rehabilitation). This probable delay suggests to downgrade both the PDO and the IP ratings from Satisfactory to Moderately Satisfactory. The project so far has an overall disbursem ent rate of 81% on the total budget (the previous phase budget and the AF resources). However, the additional financing of USD 25 million itself has been disbursed at 45 % in May. However, given the several SPs under implementation with the aim to complete most of them by end September 2019, this rate is expected to significantly increase by the end of the ongoing CY 2019. Mo reover, in the light of the relevant field demonstrations on the improvement of the value chains production which continue to replicate all over the Project area, 7/10/2019 Page 1 of 8 The World Bank Implementation Status & Results Report BI - Agro-Pastoral Productivity and Markets Development Project (P107343) the Project Coordination Unit, together with IITA, IRRI and the proximity Operators (ODPs) should pursue their close support to a continuous adoption of the technologies and the good practices demonstrated so far. Regarding irrigation activities in the marshlands, the mission once again reiterated the call on the Ministry of the Environment, Agriculture and Livestock to ensure the systematic creation of the Water User Associations ( WUAs) everywhere on the irrigated areas. As a reminder, the WUAs are needed and should be legally recognized organizations for the sustainability of irrigation investments. Finally, the task team has noted with satisfaction that the Safeguards and the GRM matters are appropriately handled under the Project.
