It became effective on September 19 for Liberia, and September 24 for Guinea and Sierra Leone. The entire funds had been disbursed to the governments and United Nations (UN) agencies for implementation by September 25, 9 days after the project approval by the Board. Essential supplies (e.g., personal protective equipment (PPE), gloves, essential drugs, etc.) and vehicles were already delivered by Page 1 of 4 The World Bank Report No: ISR16566 UNICEF in Guinea and Sierra Leone. The risk payment (i.e., hazard pay, indemnity) for Ebola workers and health workers providing essential services in high risk areas and death benefit to families of health workers died of Ebola commenced in Liberia and Guinea, and reimbursement of hazard pay paid by the government will be made this week in Sierra Leone. This record breaking rapid preparation, disbursement and implementation has been carried out by the team of Country Management Units, and Health, Social Protection, Governance, Social Development and Macro and Fiscal Management Global Practices of the World Bank. Public Disclosure Copy Despite ongoing efforts, the number of Ebola cases continues to increase exponentially (as of October 10, 2014, there were 8,376 cases and 4,633 laboratory-confirmed cases and 4,024 deaths in the three countries, and 70% of the cases have been reported in the last three weeks) overwhelming the current treatment system that relies on Ebola Treatment Centers (ETCs), and pointing out to the need for a new approach to address the Ebola Virus Disease (EVD) outbreak. To respond to this urgent need, the team started the preparation of a potential additional financing (AF). The AF would help the three countries provide faster isolation, treatment, and care of Ebola cases closer to communities, and the support will include the scaling of Ebola Care Units (ETUs), support to essential health services, community engagement and community-based responses, and increase of human resources, lab, and storage and distribution capacities.
