First, the water and sanitation sector, under the leadership of Page 1 of 6 The World Bank Report No: ISR12663 DAPSAN, has institutionalized a mechanism of discussion and coordination involving all key sector stakeholders to work out the re-organization of the sector, increase water and sanitation coverage, improve quality of current services and increase sector capacity. The implementation of the Governance Action Plan to improve communication, participation, transparency and accountability in the sector is making good progress. The preparation of the national water and sanitation policy and strategy are under finalization. The SEAM is developing as scheduled the framework to improve water resources monitoring and management in 5 water basins in the country. The SEAM has also started the process of revision Public Disclosure Copy of the environmental licensing for the water and sanitation infrastructures in relation with the new Decree 453/13. Second, the rehabilitation of 57 Km of secondary distribution water network and the construction of 8,4 km of sanitation network for ESSAP in the city of Asunción are under progress. Works are expected to be completed by December 2014. The no objection was given in December 2013 for the construction of the 33 Km of primary sanitation collectors in the watershed of Itay to benefit 800.000 people. Works are expected to start in March 2014. ESSAP is finalizing the Environmental and Social Impact Assessment (the Public consultation took place in December 2013 and went well) and the Resettlement Plan associated with the construction of the Bella Vista Wasted Water Treatment Plant (WWTP). The completion of the WWTP detailed technical design study is expected in March 2014. Bidding could take place in June 2014. An other important contract for ESSAP is the procurement of 150.000 meters to improve ESSAP's technical and commercial efficiency. This process is currently at evaluation stage. Third, SENASA has completed in December 2013 the construction of 30 water supply systems for rural communities to benefit about 12.000 people. Technical study and community mobilization for the construction of 30 water supply and sanitation systems in indigenous communities in Chaco to benefit about 6.000 indigenous people are under progress. Bidding could take place in March 2014. Finally, the Project has disbursed 17% of the funds.
