The Project is closing on June 30, 2015. All project activities are now underway. Disbursements total US$ 4.1 million (about 41% of the loan amount). ). If implementation pace continues, there will be no need to extend the closing date, despite the delays that occurred in declaring the loan effective. Public Disclosure Copy One of the main outcomes of the project is the creation of a River Basin Council (RBC) in each of the three pilot river basins whose main responsibility is the formulation of the river basin plans. The three RBC were created and the river basin planning process is underway in the three basins and should be completed by November 2013. Another significant Project achievement to date is the definition of the Methodology for water use and pollution charges. Those charged are supposed to finance the newly created River Basin Organizations as well as part of the administrative costs of the National Water Authority in Lima. This new methodology is being applied nationwide since January 2013. The detailed design of the technical secretaries that will support the RBC once the Project closes was finalized. The secretariats will be established in the coming months. Finally, the Inter-institutional agreement between ANA and the Ministry of Education was signed on May 9, 2013. This activity (part of the broader “water culture� component) can now start. One activity that will require special attention is the formalization of water rights. The contracting process of the teams in charge of this activity in the pilot basins is underway. However, formalization is facing significant issues. In irrigation, based on the water resources law, water users organizations need to be legally recognized as civil associations to be able to receive a water right. However, most water organizations are not legally established. In potable water supply, interpretation of the legal framework by “controloria� is that a water right cannot be issued if water quality does not meet potable water standards. In most cases, water supplied in small villages does not meet those standards. ANA, along with the Project, is preparing an action plan to address both issues that will be sent to the Bank by mid-July.
