By April 16, 2014, the operation has disbursed 100% of the Credit. Most of activities have been completed or are being implemented as planned. The overall implementation progress of STHEP1 is moderately satisfactory at this point. This is mainly due to the delayed annual government audit report, and the interim financial report, the M&E report and the Project Progress Report. Page 1 of 5 The World Bank Report No: ISR14632 As indicated in the previous ISR, the Project experienced a Credit loss in the amount of US$6.6 million due to exchange rate fluctuations during the implementation period, which has affected the completion of some activities and the full achievement of the PDO. In order to find solutions to address this issue, the Government requested the Bank for an extension of the Project on December 18, 2013. The Bank management approved the 5th restructuring of the Project, allowing the Project Closing Date to be extended from February 28, 2014 to July 31, 2014. After having exhausted possible solutions including its own resources, on January 20, 2014, the Government requested the Bank to provide an additional Credit of US Public Disclosure Copy $15 million for: (i) implementing remaining activities under STHEP1 which could not be fully completed due to the Credit loss; (ii) piloting activities immediately needed for keeping up the momentum in key reform areas in higher education which were initiated under STHEP1; and (iii) developing a strategy and operational plan for human capital and skills development at the tertiary level, including both technical and vocational education and training (TVET) and higher education, in priority growth areas. The Bank accepted this request and the preparation of STHEP1 Additional Financing (AF) is underway. The Board approval of this additional Credit is scheduled for July 10, 2014. The last STHEP1 implementation support mission in combination with the AF preparation mission took place on February 17 – March 6, 2014. Since the previous ISP captured the impressive achievements of STHEP1 in detail, the mission team focused on progress made in the past three months. The progress has been made in: (a) finishing up the remaining construction work (e.g., the Science Center at the University of Dar es Salaam (UDSM) and the laboratory building at Ardhi University (ARU)), and (b) receiving the purchased goods (e.g., science lab equipment, computers and books at the State University of Zanzibar (SUZA); computers and language lab equipment at the Open University of Tanzania (OUT); science lab equipment at the Dar es Salaam Institute of Technology (DIT)). Some of these purchased books, equipment, computers and furnished lecture rooms are already in full use in these institutions. The returning of the academic staff trained with PhD and MSc under STHEP1 is showing positive impact. Their full-time participation in teaching and research has led to the reduced need for hiring part-time instructors in their respective institutions, e.g., 90% reduction in hiring part-time instructors in SUZA and 42% in Dar es Salaam University College of Education (DUCE). This has contributed to quality improvement of teaching and produced financial savings to the institutions. STHEP1 was approved as an APL project and has three triggers in the original design. Two of them have been met already as reported in the previous ISR. The last trigger is "independent review conducted of the initial overall progress under Phase 1." The Ministry of Education and Vocational Training (MoEVT) has cleared the TOR, hired a consultant and received the inception report. The final report of independent review of STHEOP1 is expected to be received by May 15, 2014. To tackle this issue, maintain the reform momentum, and address emerging needs for skills development in priority growth sectors, at the Government's request, the Bank approved the 5th restructuring of the Project, extending the Project Closing Date from February 28, 2014 to July 31, 2014, and agreed an additional Credit provision in the amount of US$15 million to STHEP1.
