The quality of the works is satisfactory. There has been good progress in the resettlement plans implementation. For sections 1 and 3, compensation payments are basically completed. For sections 4 and 5, the revalidations of the affected people are completed and payments are well advanced. The contract for the feasibility studies and engineering designs for the branch roads needed to be cancelled and the re-contracting of the services is ongoing. The figure provided for the previous and the current indicators are an estimate from 2015. The PMU carried out surveys, but the methodology is not compatible with the baseline traffic information. These surveys concluded the following: TS-03 Dili station – 3,044 vehicles/day; TS-04 Maubisse station – 741 vehicles/day; TS-05 Solerema station – 493 vehicles/day. New surveys will only be carried out at the end of the project because of the cost. The previous figure was based on the 42 incidents that were recorded in 2015. This figure did not include section 2. This represented a 467% increase (should be negative) compared to the PAD baseline of 9, due among other reasons to the fact that the road was under construction, so it was still unstable. As for the current figure, this value, which should be negative 122.22% to represent an increase, is based on the number of incidents requiring emergency repairs from January to September 2016.
