However, there were delays to the start of implementation and the project became effective only on June 20, 2013. As counterpart funding accounts for three-fourths of the total project costs, counterpart funding was front-loaded for the first year of the program. During CY 2012, 23 Performance Agreements (Convenios de Desempenos, or CDs) were signed with tertiary education institutions (TEIs) including 7 CDs related to Teacher Training, 12 CDs related to Academic Innovation, and 4 CDs related to Technical Professional Education. No small projects (in Spanish proyectos medianos) were identified for CY 2012. In CY 2013, a total of 61 Performance Agreements were signed with TEIs including 4 CDs related to Teacher Training, 5 CDs related to Academic Innovation, 5 CDs related to Technical Professional Education, and 47 Small Projects CDs.
