It was agreed to restructure the project, reallocate resources between components, and improve the indicators. The final decisions on how or if to restructure will be considered when a formal request is received by the Bank. The Project continues to make progress towards achieving the objective of strengthening the capacity of the Congolese Institute for Nature Conservation (ICCN) to manage targeted protected areas. ICCN's Finance Department continues to reform its systems for financial management, accounting and auditing. Issues arising from the 2010 audit report are being addressed but are not yet fully resolved. Increased support to ICCN will be provided by the project through the expected restructuring to provide further assistance for some fundamental capacity gaps in ICCN. Page 1 of 5 The World Bank Report No: ISR9251 At the park level, the delegated management contract with the Frankfurt Zoological Society (FZS) is providing support to indigenous pygmy groups adjacent to the Mikeno Sector (the mountain gorilla sector) of the Virunga National Park, and is embarking on a program of community development and conservation activities. With the recent outbreak of hostilities in the area of the park, the project will need to carefully reevaluate how the park investments can be reoriented appropriately. The project is now disbursing funds to the African Parks Public Disclosure Copy Network (APN), under contract to manage the Garamba National Park. It has been agreed that the project will support studies and consultations necessary to complete the establishment of the Itombwe Natural Reserve and Lomami National Park. Support for the national strategy to expand the protected areas network would be reduced under the restructured project.
