The Performance-based maintenance on section 1 has been ongoing since August 2017 and on section 3 it will start at the end of 2018. After initial delays and contract extensions, progress in upgrading sections 4 and 5 has picked up considerably despite the continuation of prolonged rainy periods. The works on section 4 are ahead of schedule and the ones on section 5 are slightly behind schedule, but based on the technical field visit, new delays seem likely. The quality of civil works overall is largely satisfactory. However, damages caused by landslides and defects identified during the technical field visit need to be repaired as soon as possible. Most bidding processes for the activities to be financed with the second Additional Financing are completed or ongoing, including for the upgrading and maintenance of section 2, the supervision of section 2, the feasibility study and designs for the branch road from Aituto to Gleno. Since the September 2017 supervision mission, the disbursement under the project increased by 16%, from USD39.13 million to USD45.45 million. However, the delays in the signature of the civil works contract and the resettlement plan implementation for section 2 might seriously impact the future project implementation progress. 5/2/2018 Page 2 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 5/2/2018 Page 3 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 5/2/2018 Page 4 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 5/2/2018 Page 5 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) 5/2/2018 Page 6 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Substantial  Substantial Macroeconomic  --  Moderate  Moderate 5/2/2018 Page 7 of 13 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Timor Leste Road Climate Resilience Project (P125032) Sector Strategies and Policies  --  Substantial  Substantial Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Substantial  Substantial Fiduciary  --  Substantial  Substantial Environment and Social  --  Moderate  Moderate Stakeholders  --  Moderate  Moderate Other  --  --  -- Overall  --  Substantial  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Increase in drainage in good condition on the Dili-Ainaro corridor (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 20.00 49.96 61.95 90.00 Date 31-May-2011 25-Jul-2017 23-Mar-2018 31-Dec-2021 Comments The figure refers to box culverts, pipe culverts, and line ditches constructed and in good condition.
