Sub-Component 1.1: Organizational strengthening: As per the agreement with Ethiopian Statistical Association to train CSA experts at both head office and branch offices on CSPRO & STATA, 45 staffs from CSA headquarter and 25 staff from branch offices were trained on STATA. The training for headquarter staff was conducted from September 18-23, 2017 at CSA training hall. Out of 45 headquarter staff 9 trainees were female. The training for branch office staff was conducted from August 15-18, 2017 in Bahirdar. Participants at the Bahirdar training were from 7 branch offices namely, Bahirdar, Mekelle, Ambo, Hawassa, Dessie, Adama and Gonder. Only one woman participated out of 25 branch offices participants. Sub-Component 1.2: Physical Infrastructure: Inauguration ceremonies for Bahirdar, Mekele, and Hawassa branch offices were conducted at the presence of regional and federal government officials and World Bank representatives in August 2017. In addition, a statistical week celebrated by undertaking various promotional events such as exhibition, infographics competition, trainings on STATA and communication strategies and presentation of awards for major contributors to the successful implementation of SFR project. During the inauguration ceremony, a validation workshop also organized on the findings of SFR project midterm evaluation. Provisional acceptance undertaken for Bahirdar, Mekelle, and Hawassa branch offices. Currently, the branch offices are in operation. 95 %of Ambo Branch Office has been completed. Finishing works are underway and include: floor tiling; electrical fitting; installing concrete for parking area; glazing of a few windows; and construction of the front side fence. These works are expected to be finished until mid-January 2018 and provisional acceptance will be carried out soon. The construction of Conference hall and renovation of old building at CSA is progressing well. For the construction of conference hall: foundation work is completed, basement floor columns are erected and shear wall works are completed. For renovation of the old CSA building: wall, concrete, and roofing works have been completed and plastering is on progress. In addition, preparatory works are underway for the construction of Dessie and Adama branch offices that are to be built from the additional finance source. Sub-Component 1.3: ICT Infrastructure, Systems and Tools for data production and management: The project has supported the purchase of IT equipment (100pcs of laptops and 200pcs of desktops) and office furniture (chairs, tables, shelves etc) and office space partitions for the new headquarter building in Addis Ababa. IT training room has been set up and in use inside the CSA headquarters. To support data production 2300 pieces of digital weighting scales, 2300 pieces of measuring taps, 4 GPS enabled data loggers, and 112 solar panels have been procured. Additionally, 236 tablets have been procured for CSA surveys including the upcoming 2017 Population and Housing Census Pilot Survey. In addition, the following IT equipment purchases are underway to establish 6 video conference centers at CSA headquarters and 4 branch offices; 25 network printers with pieces of 50 toner cartridge; 200 desktop computers and 10 projectors; 20 Enterprise Network Switch (POE) and Enterprise HDD for server; the supply and installation of 160 KVA central UPS with accessories for headquarters; and 2064 android tablets. Component 2: Statistical Data Development and Management (US $ 1.5 million): Focuses on strengthening data production capabilities. Sub-Component 2.1: Development of Business Statistics: An international consulting firm is helping CSA develop the national business register. Sub-Component 2.2: Development of Mining, Energy, Construction and Transport Sector Statistics: The objective of this sub-component is to narrow the gap in data needed for the National Accounts. The National Account activities will be supported under the Additional Financing. The reliability of National Accounts is therefore expected to be improved through this assistance. Sub-Component 2.3: Agricultural Census and Statistics Support. The project has provided capacity support for the agriculture sample survey, the household consumption survey, the irrigation household sample survey, and the time use survey among other areas. Sub-Component 2.4: Improving Coverage and Quality of the Annual Agricultural Sample Survey. The component supported local trainings on software for agricultural sample survey. Support was also provided for the modernization of cartography and GIS systems, and GPS data logging. Sub-Component 2.5: Vital Statistics Support. The project has organized knowledge sharing activities for vital statistics unit staff and managers. Component 3: Statistical Methodology, Standards and Data Quality Assurance and Information Dissemination (US$1.9 Million): focuses on Quality Assurance and Information Dissemination. Sub-Component 3.1: Data Quality Assurance Framework. Training courses conducted with the help of Woreda Net, (a national video conference-based learning network) to enhance the statistical skills of CSA and NSS staff. CSA hired a statistical training expert and conducted several video link sessions to: create statistical awareness among NSS members regarding CSA’s major activities; and to build the capacity of NSS members in data quality and sampling techniques. More than 2000 staff have benefited from the trainings. Participants included staff from CSA and other governmental agencies from: education; agriculture; and health bureaus at the regional, zonal and Woreda levels; city administrations; vital statistics offices and the ministries of inland revenue, finance and economic development, urban development and housing, civil service, trade and industry, communication, labor and social affairs and children and women affairs. 12/27/2017 Page 2 of 12 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Ethiopia Statistics for Results Project (P147356) Sub-Component 3.2: Information Dissemination. The CSA has developed conceptual framework for the eCSA- Statistics-on-Wheels Initiative for statistical education and outreach. The project team has distributed bid documents to major suppliers for the purchase of minivan, which will be retrofitted to undertake the required functions. The CSA website has been reviewed and its upgrade is in progress. The second User Satisfaction Survey has also been completed and the final report is being produced. Component 4 Monitoring and Evaluation (US$ 1.7 Million): Monitoring and evaluation: The Project Implementation Unit (PIU) regularly produces progress reports, which summarizes recent developments, including information on budget, capacity building, data production and dissemination, procurement, and financial management.
