Since project's effectiveness, important activities havs been accomplished, and performance in implementation (effective multisectoral coordination, execution of the activities), results numerous investments made, finalization of the fisheries cluster strategy, investment climate reforms, reform of the PPP) and disbursement rate (78 percent as of June 30, 2019) reflect this good overall progress. 9/19/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Nouadhibou Eco-Seafood Cluster Project (P151058) Progress towards achievement of project's objective has continued during this reporting period, however at a slower pace than in previous periods. The most important developments this reporting period include the finalization of the AF and the support to the set up of the PPP Unit. Four important public procurement processes including the construction of a refrigerated warehouse or training for local actors have progressed well during this reporting period and should be shortly awarded. It should be noted that the slowdown in progress expected during this reporting period is essentially due to the following factors: - Important efforts devoted and focused on the finalization of the AF: including the project evaluation document, new public procurement strategy, social and environmental impact studies, GRM, etc; - Changes in beneficiary administrations at the highest level: both the MEF and the NFZA had important leadership and technical changes during this reporting period. This had a negative impact on the planning that was already in place; - The presidential elections: which also had their share in this slowdown as most of the authorizing officers were absent; - Change in PIU: departure of Coordinator of the project in February 2019 and the administrative and financial officer in July 2019. The former deputy coordinator became coordinator, a new M&E expert (replacing the former deputy coordinator) and an internal auditor were hired. The recruitment process of the administrative and financial officer is ongoing.
