Major milestones in project implementation have been achieved, and disbursement rate reached 80% (of the original amount of 58M US$) at the end of June 2017, with most of the remaining amount committed. As regards the national infrastructure, the key ongoing activity consists in the construction of around 1,100km of national fiber backbone. The construction of the passive infrastructure is almost completed, and the work (mostly tests and corrections of defects at this point) is scheduled to be completed by July 2017. The active equipment is currently being installed and set-up in all the technical centers along the network. Some of the technical centers receiving this equipment are not yet connected to the main power grid, which will prevent them to operate. Efforts are being made to accelerate the work to electrify these centers, and a phased approach will be followed for the operationalization of the network, which should start after the summer 2017. Axione, who is already managing the international connectivity infrastructure (landing station), continues to operate in a satisfactory manner. The retail prices have decreased considerably, thanks to the strong take-up of the landing station operations (providing cheaper international bandwidth to local operators and thus reducing their operating costs) allowing for the rollout of affordable and high bandwidth mobile broadband products. In addition, access to cheaper international bandwidth is shifting market dynamics: in particular, GVA (Vivendi Africa, subsidiary of Bolloré) has obtained an operating license and is deploying an FTTX network in Libreville, later to be expanded in other cities, using international capacity provided by Axione. An additional financing in the amount of $23 million was approved by the Bank in June 2016 and signed in July 2016. This financing will enable the scaling up the CAB4 Gabon Project with two new links alongside road segments: i) Link#1 (approx. 405km): Booué – Koumameyong – Lalara - Mitzic – OYEM – Bitam – Eboro (border Cameroon) / KyeOssi (border Equatorial Guinea) ; ii) Link #2 (approx. 117km): Oyan-Bifoun-Lambaréné). The additional financing should be made effective by mid-July 2017.
