This Program financed by the government and the IBRD loan of US$200 million supports the expansion of the government’s conditional cash transfers (CCTs) under the Program Keluarga Harapan (PKH), the strengthening of the program’s delivery system, and improved coordination with complementary social programs. With coverage of nearly 10 million families, PKH is now the second largest CCT program in the world, only second to Brazil’s Bolsa Familia. This PforR operation is a key component of the World Bank Group’s Country Partnership Program Framework for Indonesia, which focuses on government priorities that have transformational impact. Integration of family-based social assistance through conditional cash transfers is one of the key strategies in Indonesia’s mid-term development plan. Significant progress has been made by the PKH since the PforR operation became effective in August 2017. Per the draft Progress Report prepared by the Directorate of Family Social Security (JSK) team, seven out of nine Disbursement-Linked Indicators (DLIs) have either achieved or are well on track of achieving their pre-set targets by the end of 2018. Progress on the remaining two DLIs is uncertain due to data gaps or measurement issues. Among the seven non-DLI results indicators, three are making good progress. The mission continues to assess the need for PKH to improve data collection processes to ensure its central database is updated in a timely manner. The program should also implement additional measures to address remaining gaps related to payment, FDS, training, and complaint handling, despite the overall progress.
