The target to be filled is 315 vacancies (90% of 350 funded vacancies in the 2014 Annual Recruitment Plan). As of today, 315 vacancies were filled, which is 100% of the 2014 annual target. The total recruitment includes: (i) 152 vacancies filled in excess to the DLI Year 2; (ii) 96 recruitments between January 2014 and March 2015; and (iii) 66 vacancies (22%) filled using a normal external recruitment process – the internal selection process (Upward Mobility Policy) was disregarded to ensure openness and competitiveness. PSC fully advertised all the positions in all MDAs to ensure that eligible candidates have the opportunity to interview. The Mission will initiate this DLI verification process next week with the collaboration of World Bank offices (verification protocol: (i) appointment letters, NASSIT number; and, (iii) acceptance letters), It was recommended the Project Manager to initiate the withdrawal application as soon as the verification process is concluded. DLI 3.2 (All supervisors in Pilot Ministries at central, regional, and district level trained on Performance Appraisal) This DLI is in progress. As report during our previous supervision mission, IPAS training planned to occur between July and December 2014 was partially achieved. The training of supervisors in the regions on IPAS and target setting was initiated under the leadership of the Performance Management Directorate, HRMO. During the period July to December 2014, training was carried out in the Western area for 3 batches of 20 senior Civil Servants in target setting and conducting appraisals. Additionally, 50 Middle and Senior level Supervisors were trained in IPAS in the Eastern and Southern provinces. HRMO reported that additional IPAS training activities were carried on pilot and non pilot agencies during the 2015. Specifically, HRMO conducted training sessions at Central and Regional levels on Individual Appraisal Systems (IPAS) and a total of 84 i.e. 25% out of a target of 334 Civil Servants at Supervisory level in Pilot Ministries have benefitted from these trainings. 51 additional Civil Servants at Supervisory level in the non pilot MDAs also benefitted from the trainings conducted. The breakdown is as follows: Central/Region Pilot Non Pilot Western Region 29 31 Southern 19 6 Eastern 17 8 Northern 19 6 Total 84 51 While this DLI was not fully achieved yet, HRMO has agreed to carry out additional trainings in pilot agencies at the central, regional and district level to complete the training of all supervisors by the end of fiscal year. This DLI will be assessed at the end of the year. DLI 3.3 (All Pilot Ministries have completed one Annual Cycle of the Performance Appraisal Process for Civil Servants in Grade 11 and above) This DLI is in progress. The Cabinet Secretary/HOCS has led this component by conducting briefing sessions with Permanent Secretaries, Professionals and other Heads of MDAs on development of targets and indicators for their PTTs for contract signing that were signed with him. By end December 2014, 67.6% (92 out of 136 personnel) had signed Performance Contracts. By March 2015, 24 additional Performance Contracts were signed. HOCS has indicated that 128 out of 136 were signed completing the signing of all 2014 Performance Contracts by April 2015. The difference if due to public officials that have retired, move to other posts, obtained sick leave or leave of absent. The List of Officers in Pilots MDAs that have signed Performance Contracts in 2015 with HOCS in Annex 3. Additionally, HOCS has initiated a Mid-Year Performance Review of Civil Servant in Grade 11 and above in all Pilot Ministries. The Mission received copy of a preliminary report and HOCS indicated commitment to complete the 128 interviews and evaluations against agreed targets, and to complete the Mid-Term Performance Review of 2014 Performance Contracts by September 30th. Final Mid-Term Performance Review report will be shared with the Leadership team and the Bank.
