The United Republic of Tanzania: Country Partnership Framework Chair Summary* March 15, 2018 Executive Directors discussed the World Bank Group’s FY2018-2022 Country Partnership Framework (CPF) for the United Republic of Tanzania and supported its alignment with the Tanzania Systematic Country Diagnostic and the Government’s socioeconomic developm ent plans as laid out in its Second Five-Year Development Plan and Zanzibar’s Third Strategy for Growth and Reduction of Poverty. Directors welcomed the three strategic pillars of the CPF and the ambition of the expected CPF results. Directors appreciated the CPF’s clear alignment with the SDGs and the emphasis on promoting inclusive growth, with a focus on reducing gender and spatial disparities, promoting social inclusion, and addressing climate change. The strong emphasis on investing in human capital was supported to address the demographic risks that Tanzania faces due to high population growth rate. Directors noted Tanzania’s strong track record of high economic growth and its translation into poverty reduction. However, they expressed concerns regarding the recent deterioration in the business environment and associated risks that may constrain Tanzania’s potential to achieve higher levels of private sector-led growth. There were also concerns expressed over the recent development challenges related to social issues. Directors emphasized the importance of monitoring the key economic risks with a focus on undertaking business environment reforms, promoting social inclusion and more support to value added development in industry and agriculture, renewable energy, infrastructure and connectivity. Directors encouraged a better alignment between Country Private Sector Diagnostic (CPSD) and CPF preparation process and emphasized a One WBG approach to maximize the development outcomes, building on the lessons learnt from past engagements.
