First Amendment to the Financing Agreement
Excellency:
We refer to the Financing Agreement ("Agreement"), dated December 2, 2015, between
the Economic Community of West African States ("Recipient") and the International Development
Association ("Association") for the abovementioned Project. Please note that the capitalized terms
used in this letter ("Amendment Letter") and not defined herein have the meanings ascribed to them
in the Agreement.
Pursuant to the Recipient's letter of May 31, 2018 requesting specific modifications to the
Agreement, the Association concurs to your request and proposes to amend the Agreement in
respect of the provisions below:
1.     Component 1 (b) of Schedule I to the Agreement is hereby amended to read as follows:
"(b)   the coordination of regional operational research, including: (i) capacity building,
long-term training and technical assistance to improve skills and implementation
know-how in national and regional research and teaching institutions; and
(ii) regional communication networks, systems of computerized data management
and sentinel sites for monitoring and evaluation, in order to increase the usefulness,
timeliness, simplicity and reliability of the information generated by country
monitoring and surveillance systems."
2.     Section IV.B (2) of Schedule 2 to the Agreement is hereby amended to read as follows:
"2.    The Closing Date is December 31, 2020."
All the terms and conditions of the Agreement that have not been amended hereby shall
remain unchanged and in full force and effect.

Please confirm your agreement with the foregoing amendment, on behalf of the Recipient,
by signing, dating and returning to the Association the enclosed copy of this Amendment Letter.
This Amendment Letter shall become effective as of the date of its countersignature upon receipt
by the Association of a countersigned copy of this letter.
