As a result of the restructuring, some of the Government responsibilities towards ODA were shifted to the newly established Ministry of Economic Development (MED). Page 1 of 3 The World Bank Report No: ISR9430 Based on the Cabinet Resolution no. 63 of September 29, 2012, which approved the Government Ministries' operating strategies and restructuring programs, and discussions between the Bank team and the relevant stakeholders at MOF and MED, it was decided for MOF, in particular the Project Financing and Debt Management Department (formerly known, thus referred to in the Grant Agreement, as the Development Financing and Cooperation Department), to remain as the implementing agency for the project and the project Public Disclosure Copy plans to be modified as deemed necessary to reflect MED's involvement whenever relevant as it is now to be a major user of ODA-related M&E information for formulating related policies. To date the project procurement plan has been prepared and approved. A national consultant, who is the Project Coordinator, has been put in place since February 1, 2013. The Project Coordinator and the officers in charge of the project from the Project Financing and Debt Management Department of MOF are currently in the process of discussing and developing a detailed annual work plan in consultation with the Bank team.
