It is based on a supervision mission conducted in Togo on November 2017, January 2018 and March 2018, and in Mauritania on December 2017. Next supervision mission is planned for May/June 2018 in Mauritania and June/July 2018 in Togo. MAURITANIA: Significant progress was made since the previous April 2016 supervision mission and following missions (aimed at discussing project management and procurement aspects) in October 2016, April 2017, and July 2017. Most importantly, the project is restructured, the contract for the national backbone is signed, the mid-term review mission was conducted successfully, and all disbursement conditions are met. In terms of implementation: First, following EIB’s (cofinancier) disengagement in the financing of the national backbone (notified by letter to the government on May 2017) and given the need to extend the project’s closing date by 12-month, the project was restructured in November 2017 via an amendment to the IDA 5225-MR Credit Financing Agreement. The amended FA: (i) brings to 100% the IDA financing for the construction of the national backbone, and to 0% IDA financing for the construction of the technical building Datacentre/IXP (financed by the EIB) and (ii) extends the project’s closing date to Nov 30, 2019. Second, the lump sum contract for the construction of the national backbone was signed between the GoM and ZTE Corporation on November 15, 2017. The contract will be effective once GoM receives insurance guarantees from ZTE (last effectiveness condition, still pending). The construction process of the national backbone will start once the contract is effective. Construction (18 months duration) is expected to start during second quarter of 2018. Third, the signing of the national backbone contract made it possible to finalize the implementation of the PPP and to achieve all disbursement conditions. On February 22, 2018 an official IDA letter was sent to GoM confirming all disbursement conditions are fully met, in accordance with the Financing Agreement. Fourth, with respect to the legal covenant pertaining to the revision not later than September 30, 2013 of existing ICT legal and regulatory framework, the new electronic communications law was promulgated on July 31, 2013. With respect to the 4 Information Society draft Laws, two have been approved by the parliament on December 22 2015; the two other Information Society Laws have been approved by the Parliament in August 2017. Fifth, and regarding counterpart funds (legal covenant). The 2014, 2015 and 2016 subsidies for the WARCIP PIU and provisions for safeguards (land acquisition or resettlement costs, 117.000.000 MRO) have been paid by the Government. However, the 2017 subsidies for the WARCIP PIU have not yet been paid by the Government (due to late payment request sent by the PIU to MoF) although funds have been committed. The Bank will closely monitor the full payment of the 2017 subsidies and availability of the counterpart funds for 2018. Sixth, procurement process for the US$1,000,000 to support the implementation of activities No. 433 (Mettre en place un Centre National de Données / Establishment of a national data center) and No. 435 (Mettre en place un prestataire de certification électronique / Establishment of an electronic certification office) of the 2012-2016 Strategy for ICT and Modernization of Public Service have registered progress and are still underway. The Internet Exchange Point has been created and is fully operational. Finally, Following EIB’s disengagement from the national backbone, EIB restructured its project to extend closing date and to remain involved in the WARCIP project through the financing of 100% of the datacenter construction activity (initially designed to be co-financed with WB). The feasibility studies for the datacenter construction and management model are still financed by WB but supervised in coordination with EIB; theses studies have registered good progress (e.g. bidding document almost finalized). TOGO: Significant progress have been done since the last ISR. 1 . The project and Government managed to meet the disbursement conditions first quarter of 2018 (Disbursement letter dated April 18, 2018). 2 . The bidding process for the construction of the Carrier Hotel is currently (April 26) under finalization (opening of the bids March 27, 2018 in Lomé). The civil work are expected to start by July 2018. 3 . From the PPP side, the bidding process for the recruitment of the Carrier Hotel management company is also under finalization and the process should be initiated by June 2018 for a selection of a management company by end September 2018.
