Re: Additional Financing for Land Registry and Cadastre Modernization Project
(Loan No. 8541-TR)
Amendment to Loan Agreement
We refer to the Loan Agreement (the Agreement), dated November 30, 2015, between the Republic
of Turkey ("Borrower") and the INTERNATIONAL BANK FOR RECONSTRUCTION AND
DEVELOPMENT ("Bank") for the above mentioned Additional Financing for Land Registry and Cadastre
Modernization Project (the Project).
We also refer to the letter received by the Bank on September 14, 2018 from the Borrower
requesting the Bank to: (i) retain financing percentage of Category I at 90% from the Bank and 10% from
the Borrower starting January 1, 2019 onwards; (ii) extend the Closing Date of the Project from December
31, 2020 to December 31, 2021; and (iii) make revisions in the Project result framework indicators as
specified in the Bank's Aid Memoire of May 9, 2018.
We are pleased to inform you that the World Bank agrees to your request and proposes to:
(i) replace the table provided in Section IV.A.2 of Schedule 2 to the Agreement with a new table provided
in the Attachment to this Amendment Letter (Amendment Letter); and (ii) extend the Closing Date of the
Project to December 31, 2021 for the purpose of Section IV.B.2 of Schedule 2 to the Agreement.
The revised Project result indicators will be sent under a separate letter.
Except as specifically amended herein, all the other terms and conditions of the Agreement shall
remain in full force and effect.

Please confirm your agreement to the foregoing amendments to the Agreement on behalf
of the Recipient, by signing and dating the confirmation on the enclosed copy of this Amendment
Letter and returning it to us. Upon receipt by the World Bank of a countersigned original
Amendment Letter, this Amendment Letter will become effective as of the date of countersignature
by the Recipient.
