OFFICIAL THE WORLD QUMENTS IBRD *IDA I WORLD BANKGROUP April 4, 2019 Secretary Monowar Ahmed Economic Relations Division Ministry of Finance Block 8, Road no. 3 Sher-e-Bangla Nagar Dhaka, Bangladesh Dear Secretary Ahmed: Bangladesh: Weather and Climate Services Regional Project (Credit No. 583 7-BD) Amendment to the Financing Agreement We refer to the Financing Agreement ("Financing Agreement") dated April 5, 2017 between the People's Republic of Bangladesh ("Recipient") and the International Development Association ("Association") for the Weather and Climate Services Regional Project ("Project"). Owing to certain gaps noted in the Financing Agreement concerning the scope of the activities financed/proposed to be financed under the Project and the eligibility of certain category(ies) of Eligible Expenditures, the Association hereby proposes to amend the Financing Agreement in the following manner to ensure clarity: 1) The following Part B.1 of the Project Description under Schedule I to the Financing Agreement shall be amended to read as follows: "Stren2theniny Hydrolopical Observation Network and Forecasting (a) Strengthening Hydrological Monitoring and Information-communication-technology Systems. Modernization of BWDB's hydrological monitoring network and information- communication-technology systems through, inter alia: (i) the provision of technical assistance for developing a water resources system and integrator mechanism; (ii) the upgrading and/or installation of manual water level stations, rain gauges, climate stations and groundwater stations; (iii) the supply and installation of new groundwater nests and carrying out of related works; (iv) acquisition of catamarans and survey boats for coastal hydrographic survey and stream gauging; (v) the acquisition and installation of vertical acoustic doppler current profiling; (vi) the acquisition and installation of water quality sondes; (vii) the acquisition and installation of echo-sounders to support river gauging and river morphology measurements; (viii) the acquisition and installation of land-based coastal storm surge inundation stations; (ix) the restoration and upgrading of existlng hydrological measurement equipment; and (x) the strengthening of BWDB's information- communication-technology systems." 1818 H Street NW - Washington, DC 20433 USA Mr. Monowar Ahmed -2- April 4, 2019 2) The following Part B.2 of the Project Description under Schedule I to the Financing Agreement shall be amended to read as follows: "Technical and Institutional Capacity Stren2lhening, Regional Collaboration, Project Management and Monitoring and Evaluation (a) Technical and Institutional Capacity Strengthening and Regional Collaboration. Building of BWDB's technical and institutional capacity and regional collaboration through, inter alia: (i) the carrying of training needs assessments; (ii) the provision of in- house training, study tours and targeted training in collaboration with other hydro meteorological agencies; (iii) the provisipn of technical assistance to develop BWDB's legal and regulatory framework and data sharing policy; (iv) the refurbishment of BWDB's central and divisional offices and the establishment of a hydrology lab/training center and benchmarking pillars; (v) the carrying out of technical studies to develop a roadmap on regional collaboration; and (vi) the scaling up of on-going regional and sub-regional weather and forecasting programs." 3) The following Part C.3 of the Project Description under Schedule I to the Financing Agreement shall be amended to read as follows: "A2ricultural Disaster Risk Mana2emerIt throu2h Agrometeorolo2ical Information Dissemination Dissemination of agrometeorological advisories and products to farming communities to help them better utilize weather and climate risk in their planning and cope with agricultural disaster risk through inter alia: (i) the carrying out of an assessment of farmers needs and priorities for weather and climate services; (ii) the acquisition and installation of automatic rain gauges and agro- meteorological display boards in locations selected as per the Project Operations Manual; (iii) the establishment of agro-meteorological kiosks in locations selected as per Project Operations Manual; (iv) refurbishment of selected DAE's service delivery locations and central and local offices; (v) the development of web-based applications for disseminating agro-meteorological advisories; (vi) the carrying out of workshops for farmers to raise awareness of agro-climatic risks and (vii) the carrying out of studies to obtain feedback from farmers on the use of agro-meteorological advisories and products." 4) Section ILI.A of Schedule of 2 to the Financing Agreement shall be amended to read as follows: "1. Goods, Works and Non-Consulting Services. Capitalized terms shall have the meaning as specified in the Financing Agreement. The Association will disclose this Amendment Letter and related information in accordance with the World Bank's Policy on Access to Information. By entering into this Amendment Letter, the Recipient consents to disclosure of this Amendment Letter and related information. Please confirm your acceptance to the foregoing by signing and dating the two originals, retaining one original for your records and returning the other original to the Association. Upon receipt by the Association of the original Amendment Letter countersigned by you, this Amendment Letter will become effective as of the Effective Date of the Financing Agreement.
