Main achievements include: (i) finalization of an assessment of infrastructure projects for the pilot provinces; (ii) development of short term reform implementation plans in 3 provinces; (iii) hiring of additional legal aid providers in 8 provinces; (iv) laying out of the groundwork for the two national conferences of legal professionals ( judges and legal aid providers); (v) completion of training of 25 prosecutors and preparation of training program for 85 judges (ongoing, Egypt); 20 court managers (Abu Dhabi) and 35 legal aid providers (MOJ); (vi) completion of construction of an Administrative Office and an Page 1 of 5 The World Bank Report No: ISR15136 Information and Case Registration Center in the SC and 2nd instance court in Bagrami; and 2nd instance AGO Office in Baraki; (ix) phasing out a RIMU office after completion of about 60% of the Pay and Grading Reform in AGO; (x) significant progress in the implementation of the pilot IT networks in the AGO HQ and the 1st and Appellate Courts in Kabul ; (xi) procuring of consultant services for the AGO Sector Capital Investment Plan; and (xii) arranging for printing and distribution of the new Civil Procedural Code for all Justice Institutions (JIs). Public Disclosure Copy However, the implementation of this project, particularly the implementation of Components 1 and 2, continues to lag behind the original schedule, and Project disbursement currently stand at 25% (actual) of the amount planned. Factors that contribute to the delays and limited disbursement rates include: (i) limited procurement and implementation capacity in the JIs (particularly in the MOJ); (ii) limited collaboration among the beneficiaries; and (iii) limited project oversight. The performance of the JIs has been uneven, with the AGO currently showing the most and the MOJ currently showing more limited progress. Other factors outside the control of the project also adversely affected project implementation including the April Presidential Election and a deteriorating security situation and the unexpected death of the Minister of Justice in March, negatively influenced the implementation of the Project.
